The Fair Political Practices Commission (FPPC) has made edits to our Conflict of Interest Code that was approved September 17, 2025. Please see the linked documents below for the updated approved version and the revisions made. The approved version will replace the text below on October 17, 2025.

Conflict of Interest Code - 2025 approved version
The Political Reform Act (Government Code Section 81000, et seq.) requires state and local government agencies to adopt and promulgate conflict of interest codes. The Fair Political Practices Commission has adopted a regulation (2 California Code of Regulations Section 18730) that contains the terms of a standard conflict of interest code, which can be incorporated by reference in an agency's code. After public notice and hearing, the standard code may be amended by the Fair Political Practices Commission to conform to amendments in the Political Reform Act. Therefore, the terms of 2 California Code of Regulations section 18730 and any amendments to it duly adopted by the Fair Political Practices Commission are hereby incorporated by reference. This regulation, and the attached Appendix designating positions and establishing disclosure categories, shall constitute the conflict of interest code of the Tahoe Resource Conservation District (District).
Members of the Board of Directors must file their statements of economic interests electronically with the Fair Political Practices Commission. All other individuals holding designated positions must file their statements with the Director of Finance and Administration as the District’s Filing Officer. All statements must be made available for public inspection and reproduction under Government Code Section 81008)

Consultants/new positions shall be included in the list of designated positions and shall disclose pursuant to the broadest disclosure category in the code subject to the following limitation:
The Executive Director may determine in writing that a particular consultant or new position, although a "designated position," is hired to perform a range of duties that is limited in scope and thus is not required to comply fully with the disclosure requirements described in this section. Such written determination shall include a description of the consultant's or new position's duties and, based upon that description, a statement of the extent of disclosure requirements. The Executive Director’s determination is a public record and shall be retained for public inspection in the same manner and location as this Conflict of Interest Code. (Gov. Code Sec. 81008.)
Disclosure Categories
The disclosure categories listed below identify the types of economic interests that the designated position must disclose for each disclosure category to which they are assigned.
- Category 1: All investments and business positions in business entities and sources of income, including receipt of gifts, loans and travel payments, from any source of the type that provides services, supplies, materials, or equipment to the District.
- Category 2:All interests in real property located within the jurisdiction or within two miles of the boundaries of the jurisdiction or within two miles of any land owned or used by the District, including any leasehold, beneficial or ownership interest or option to acquire property.
- Category 3: All investments and business positions in business entities and sources of income, including receipt of gifts, loans and travel payments, from sources that engage in land development, construction, or the acquisition, sale, lease, disposal, or development of real property within the District.
- Category 4: All investments and business positions in business entities, and sources of income, including receipt of gifts, loans and travel payments, that provide services, products, materials, machinery, vehicles or equipment of the type purchased or leased by the designated position’s department, unit or division.
- Category 5: All investments and business positions in business entities, and sources of income, including receipt of gifts, loans, and travel payments, or income from a nonprofit or other organization, if the source is of the type to receive grants or other monies from or through the District or its subdivisions.
